Not only does this create a problem for contractors who need water, it also creates a fire hazard. Don't forget that most homes are built out of wood and if this wood was to catch on fire, you're not going to be able to put it out, unless it starts to rain. Check with your local building department to make sure that you're even allowed to build a home with out some type of water supply to the property.
